Operational paper — the doctrine contrast
The same brand, the other rule. This is working paper: it gets clipped to a board, photocopied, and faxed. Body is black on white for maximum copier contrast; the logo is the only color on the page. No sunset gradient, no warm tint, no brand palette on the form fields. That is the doctrine, shown on purpose next to the branded marketing above.
